Click Edit and the cursor is a normal pointer until it is moved near or over the model when it becomes a red circle with a slash through it.
Click where I want the Tag to move to and the orange Tag ball indicator moves to the selected position.
Click Apply and the path partially shows the new Tag position, and partially removes the Tag from the old position.
Clicking OK makes the path correct.
In a video on the Tag dressup there was a small circle to indicate where the cursor for the Tag was.
I am getting a small red circle with a slash through it. (A "not allowed" type sign).
However it does work.

A second issue is with Tag dimensions disappearing when the file is saved and re-opened.
Save the document.
Close the document.
Re-open the document.
Open the Tag dressup and the Width and Height of the Tags are now zero although the 3D view still shows Tags in the path.

A third issue is that occasionally I can select a Tag in the 3D view but mostly I can't, and I haven't been able to track down how and when I can select them. I will keep looking into this.
I have attached the file and the path shows where the Tags are, but the dimensions have been lost. I have to re-do the Tags every time I open the file.
