There's no such thing. Vectors do not have an angle property, rotations do. In CS terms, a rotation is a function that takes a vector as an argument and returns a (rotated) vector. A function is a different animal to its argument. You are trying to ascribed properties of the function to its argument.
What ever you are seeking, it isn't what you are asking for, because there's no such thing.
