Did you try with Property view floating or docked? I guess it only appears in floating mode (if I understand correctly the OP).

I tried it with floating. When I switch to another application, the properties tab falls even behind the FreeCAD window. As soon as I bring FreeCAD to front, the property tab seems to get an event and comes to front above the FreeCAD window.
