Most of the posts have gone unsolved, but I agree that it appears that no bug has been reported. I didn't at the time as I was only beginning my use of FreeCAD, however, Ive been using sketches to place walls, and as the sketch moves the windows don't. I never used 0.18 so had sort of assumed it was a feature yet to be implemented.

1) Lets to consider as not good practice the movement of many walls, in a workflow. Ideally, use several working planes for each level of a building and place the walls in their final position.
2) Use Menu Edit - Placement to move walls that contain windows (select all objects - setup position with Placement, check Apply Incremental box).
3) Create separate groups of walls (levels) in different files and place them in a new file with Arch External Reference (for each element: wall, window). Later you can put them in a Arch Floor container and move it.

Hey just a note that I've worked around this by placing the group of objects I want to move in a [Part]. I had thought that an Arch [Building Part] might do the trick, but that container doesn't have an origin, so threw the lot (wall, 2 x windows, these three in a [Building Part]) into a [Part] and moved the [Part] with Draft Move.
I'm not doing anything so useful as solving the bug, but here's something that works... ref attached.
