I tried to cut the lower part of a building to inspect the upper part from bottom. Couldn't find something in the Wiki or in the Forum. I tried to cut a sphere using different values for Angle of the Section and got a strange behaviour or made a mistake.
How to set the Section Properties to get the lower part cut horizontally for inspecting the inner side of the object from the bottom?

I can't find a way either, but if you don't want to do it with slice a part (which is more general) you could turn your model 180 degrees

Have a look at this discussion thread - negative Z axis Direction in Section plane, hope it tells the way it works and limitation
