[ Fixed ] 2 issues with Draft Dimension arrows

2 issues with Draft Dimension arrows:

1. The Circle Arrow Type has a fixed size and ignores the Arrow Size property.
2. The Tick Arrow Type is always black and ignores the Line Color property.
