Draft - Dimensions lines always snapping with snapping turned off (0.18 final)

As title says, when creating Draft objects the cursor snaps to dimension lines regardless of snap settings. The only way to prevent it is to disable "always snap" in preferences.

Can anyone else confirm this behaviour?

I have checked the documentation:

By default the option "Always snap (disable snap mod)" is active, which means that you don't need to press a modifier key to activate the snapping tools. If this option is not active, you must press a modifier key to activate snapping.

And of course this issue only affects snapping to the points of dimension lines, nothing else. On another note without that setting enabled I can't get any other snapping to work (the modifier key does nothing).

I can confirm: when Preferences say "Snapping off", it is not possible at all to snap, even not when the modifier specified in the preferences (or any other modifier) is pressed.
