Thank you for finding this thread. I was sure this information was somewhere but I couldn't find it. I'll paste the relevant post from Kremitzki.

I have submitted pull request #17 to the Debian-salsa repository, with the missing lines in the installation file. Hopefully this solves the issue of missing IFC files in the freecad-daily packages.

If I understand this correctly, the freecad-daily-runtime.install file must be kept up to date in order for the Debian and Ubuntu packages to be created without problems.
