If there is no selection:
The 3D view context menu contains a Draft option which displays all the commands from the Drafting menu. I do not know if these should be accessible via the context menu, but if they are then the commands from the Annotation menu should also be available.
If there is a selection:
The Draft option in the context menu now displays all the tools from the Drafting menu and the Modification menu. It is quite a long menu. And displaying the Draft_Line command does not necessarily make sense when you have selected an edge. Displaying the Draft_Dimension command might make sense in that situation, but again the Annotation commands are not included.
Apart from the Draft option there is now a Utilities option in the context menu which shows part of the Utilities menu. For some of these command the selection makes sense, but not for all.
Compare Arch WB:
In the Arch workbench only the Utilities option is available in the context menu. And it is always available it does not matter if there is a selection or not.
