Is this why we dont have "Common" feature in PartDesign?

I'm assuming you tried to clone the Part container. Contrary to a PartDesign Body, it does not restrict to a single culminating solid, but is simply a container that holds multiple shapes. The chair was built with the Part workbench, so the clone copies all the Part shapes contained in the container. But I guess you already knew that.
A clone of the chair would have worked if its 3 components had been made as PartDesign Bodies.

I meant why is not Boolean Intersection (Common) not exposed as a PartDesign substractive feature? Why make another body if a simple pad/revolution/loft/sweep will suffice? I was going to search for explanation or discussion but got a little distracted

There are very few use cases, which need the PartDesign booleans; from what I see here in the forum I guess it's in the order 1 out of 1000. That is because the PartDesign features have a builtin boolean operations: Additive features like Pad create a solid and perform a union, subtractive features create a solid and make a cut.
