Sketcher_External doesn't work here.
So my idea was to have a true cut to catch the external geometry.
* Clone the body
* Cut
* Sketch with external geometry (between inner and outer surface)
* Pad
* Add this pad to the first body with PartDesign_Boolean union.
I don't know if it's what you are looking for.

Yes, that's kind of what I did - I used the Part WB "Section" tool get a profile in the area of the rib location, and converted that to a sketch. As mentioned though the profile changes due to the curvature of the part in multiple axis, so once the divergence is greater than the thickness can hide it breaks.
I was hoping for a more parametric way some how.
