Why have bot "sketches" and "drafts" / Why can't I use constraints in drafts?

What is 3D drafting? I'm not familiar with that concept.

Sketcher/Part Design: parametric feature-history-based parametric design of unibody solids.
Draft: general purpose 2D drafting with some 3D capabilities.

The two workbenches have very different products.

That said, there is the sketch/draft conversion function in Draft -

The same thing as 2D drafting, only you work in 3D space. Easy enough. A couple simple examples
