Are version 0.17 officially out?

Hello
I am a bit confused about whether or not 0.17 has gone from a development release to a full release.
People seem to talk about it as if it is the current version, but under downloads on the wiki it still directs to the 0.16.6712 Version.

Thanks for any answer that can help clear this up for me.

Not yet officially released...but you can use it.. it won´t change drastically anymore , just documentation and some minor things need to be finished.. Find it here :
