Thanks for the insight NormandC, appreciate there are some with a Me mentality who have a weird way to assist.

Another approach would be to use a sketcher array for the holes rather than a linear pattern, then they will follow the polar pattern....

Best procedure, go as far as you can in Part Design and switch to Draft WB to do arrays. Here is the file using Draft array. Notice using the axis properties( left lower) in Draft WB. A little tweak on the Axis params and you can have a hubcap.

I may have been harsher than needed. meme2704 does frequently help on the forum, and I should have written "ignore this specific reply". One of the problems is the language barrier. Pretty sure it's translated word for word from French (it's my native language as well); but idioms translate badly and produce seemingly nonsensical text in a foreign language.
Sorry, haven't been near a PC except at work. I'll have a look this weekend, can give some insights on placement of clones... If I don't forget

Thanks everyone,
I have looked and (hopefully) learned from all your advice (Meme2704 included).
I understand how the changes work within on Part but as yet haven't learned how to make a base part to be used in multiple Parts allowing for all changes to the base to reflect through all parts it is used in. That's next on my list.

With using the PolarPattern you have left the world of PartDesign. You can reenter if you create a new Body and use the PolarPattern object as a BaseFeature.

Well I have progressed but still a little confused.
I have managed to create a part, "Inner", using clones.
Can it be done using an array to avoid the calcs and positioning of each clone? I have tried but don't quite get it right.
