Toolbar, when is this used?

I have seen this Toolbar but I don't seem to need it. Can someone tell me when they use it?

Oddly, sometimes this is left out when you load the Arch or Draft workbenches and switch to a different one. You can right-click in the window border, and uncheck it from the contextual menu. I don't remember its name.
