Error at FreeCAD startup / Start WB blank

Hi all,

Since last upgrade of FC daily, I got an error message at startup : 'ascii' codec can't decode byte 0xc3 in position 6: ordinal not in range(128)
Nothing more is displayed when FC runs from console.
The only visible symptom is that Start WB is blank.

At now, I identify that problem is due to user.cfg file. As I delete it, error is gone and Start WB displayed correctly (the same as a fresh new install).
The only clue I have is that user.cfg is UTF-8 encoded, and when I run sys.getdefaultencoding() on the Python console, it replies with 'ascii'.

I may envisage to live with a fresh blank user.cfg, but I'd prefer to fix the issue to keep my preferences as they are.
