I have found mention of a workbench called 'Flamingo'.

This workbench was used in steel building design (likely besides other places).

Where do I find that workbench?

Thank you - - - that is quite the list there.

Is that list with a description of capabilities anywhere to be found?
(would make it easier to figure out if an addon bench was worth installing without having to install and delete multiple options)

I'm afraid this exists only for the macros, see Macros recipes.

the third party developer of a third party add-on could have there own description in github or elsewhere, I don't know about this particular case. Also they usually have a forum topic about there add-on.

At the bottom of the page there are two links with extra info:

The external workbenches page has some information and tutorials on some of them, and the FreeCAD Addons project aims at gathering them and making them easily installable from within FreeCAD.

Also when you select an addon in addon manager there is usually a link where to find extra info:
