papyblaise, neither of those are fillets - while they create features that look like fillets, fillet is a dedicated function. See PartDesign_Fillet
As others have reproduced this, I'm gonna go ahead and file this as a bug

there is no bub, Fc can not make a larger fillet than the available space between the 2 faces (0.7mm)
if you want a bigger fillet, you make a pocket with a sketch,
or more simply you place the sketch facing the plate where you can make radiis as big as you want

Here are two discussions going on.One is to find a way/workaround to create the model as desired. That's what papyblaise is talking about.
The second is the crash. Crashes which have been checked in the latest development version by different users are worth a bug report. Nevertheless they should be discussed here first to prepare the bug report as good as possible for the developers.

Finally someone who understands me
but I don't see how it is a bug, it always happens when you want to make a wider fillet than the space between 2 surfaces (outside or inside), I don't see how the developers are going to be able to force a fillet to skip a step.
Rather than a crash, it could display a "radius to large" warning

Crash in OCC should be contained and not crash the whove app. Here default radius is bigger that the maximum possible so if it crashes it is even before user can specify desired radius which he could be aware cannot be larger than that distance. OCC should not crash. Just return "invalid result" or something. FreeCAD should not crash. A warning that opperation could not be performed could be displayed.
