I downloaded your file and played with the transparency of 2-1 Sleeve. The image attached is with transparency set at 33. It seems to be showing the lines of the part below as you would expect but no wireframe on that part or anywhere else.
Same result on the 'stable' version I downloaded a while ago and a very recent 0.19

Did you try to save the file and reload it?

When I set transparency somewhere around 70 on any part in the Goal Post file (I do not get a wire frame; note that high transparency >80 with flat lines might look like a wireframe), save the file and reload it, transparency is no longer displayed on any part, while the transparency setting is kept. Strange as in my initial report it only happened with parts that had multiple colors on the faces, while each part in the Goal Post file seems to have a single color. Some of the files I have been working on lately have kept transparency after reloading as long as each part has a single color.

This is with transparency at 1. Report in view hope it might help in resolving this. I forgot to add that the 3d window get really choppy and appears to be frozen when transparency is adjusted.

Saving and reloading helps fix the 3d view from being frozen

I hadn't but have just done that now. I get the same behaviour as I described above - no sign of 'wireframe' lines.
I tried open, edit transparency, save, close file, reopen file.
I then tried open, edit transparency, save, close FreeCAD, open FreeCAD, open file.

The transparency not displaying correctly happens each time the file is opened, in line with the known bug I think.

When you refer to a known bug. Does that mean that there is an issue that already been brought up to the Team? If so that could it may or not be that reason why I'm having this issue.

Also the last solution I can think of is check windows updates and uninstall/Install FreeCAD.

After reading Yorik's Bug Submission Guidlines #3 looks like this isn't a bug being that it can't be replicated on other machines.

This is a model bug triage/bug report for FreeCAD.
@ Montoya88, I referred to the bug report on page one (issue # was added in thread title by sgrogan). The problem you describe seems different from the originally reported issue, but the supplied file is interesting in that transparency always fails when the file is reloaded.

@sgrogan, thanks for the kind words. As users, making accurate reports is the least we can do to make it easier for all the good work of the developers.
