The OP should test with different fonts f.e. MS Arial.

Your dimension font size is set to 1.25 mm. You might want to try something bigger as a first step. With that change, your file looks ok on v0.18.4.

A bit more food for thought
I include this drawing of the same base plate which was done last year in FC V0.16 using Dimension Drawing WB on this same (HP Z1 G3 Workstation).
As you can see the dimensions are fine.
Hopefully it might fuel the grey matters out there.

Thanks Roy_043, I incorrectly assumed that all text were generated at a 0,0,0 point, the placement varies even within the same name group.
I have now chosen Myanmar text style which gives me the space I was looking for.
