Iam not able to cut 2 shapes
Basically I want to make flower bud type design around circular surface
Stuck at cut

From your file it is not very clear what you want to Cut from what ?!? You also used Part Loft instead of PartDesigh Additive Loft which creates Links Out Of Scope. Could you show the next step that you tried and an example of what the final result should look like?

I would like but I don't understand what you want
you made a Pad in Partdesign, and a loft in Part, it's not compatible
and if you want to turn the Loft, it was better to make the circles in the plane where you want it

Another problem is that your sketch is missing two coincident constraints at the places I marked in a green color

Seeing this sketch you should also
- not use 0mm or 0° dimensions, use geometric constraints such as point-on-line instead
- prefer geometric constraints over dimensions, in your case use symmetry instead of repeating 3mm.
