Different Sketches Referencing Each Other

Lets say that I create a part that is simply a rectangle and I use the symmetry constraint in its sketch for both axis.

Lets say that I want to create a separate sketch that has a hole that I want to add.

Since the rectangle part expands upon dimension change in both directions, the origin is not a good reference point for the hole.

What could be used as a reference point for the hole positioning?

I know that I can do both in the same sketch but I want to examine the case of having separate sketches.

Should the positioning always be handled in the sketches or the sketch mapping attachment settings are also good to be used?

There are different approaches of course, but a simple external reference is typical:

Do you have some information on how those reference points are added? I cannot find it.
