When is a solid not a solid?
I have modeled a (roughly) triangular solid
SNAFU! My Bad! What have I done wrong?
and I wish to Sweep a Web around it.
When I do so It is not a solid! SNAFU! My Bad! What have I done wrong?

Break the path sketch into two pieces and you can complete the sweep.
You will need to copy the sketch, since splitting the existing sketch will break the idler arm pad.
Loops should be allowed as the sweep path, but it did not seem to work in this case.

I am afraid I don't know what you are talking about GeneFC.
I Googled freecad copy sketch and got
1. Select sketcher element for copy operation.
2. Click on the Sketcher Copy button in the toolbar or choose Sketch → Sketcher tools → Copy from the Sketch menu.
3. Place copy in the 3D view.
Then I tried to select the path and found that the lines that make up the path are individual. That means the path is already broken into six pieces.
I'm all confused.
Incidentally, I have done this web trick umpteen times before and never had this problem.

Got there! I selected the Idler Arm Web Sketch and clicked Sweep then added the edges in the Idler Arm Sketch one at a time.

It works, but in my tentative, the pad disappears.
I've redone the AdditivePipe in a new files and it should always work.
I don't understand the problem with your file.

I did a lot of retouching, I ended up finding extra points in the 2 sketches, but I looked so hard that I no longer know where

This was what I had and this is what you have All I can see is the two equality constraints where you specified the 16mm curve diameter to be equal to the construction line curve diameter.
Is that all you did?
Then the Pipe worked okay?

My general rule for creating sketches:
- reduce the constraints as much as possible;
- prefer geometric constraints to dimensional ones.
