Tracker shows it was assigned and initial comments were made in 2018.

It should be generally understood that "assignments" in the tracker, especially for features, are not quite the same as assignments from your boss or from your spouse.
The assignment of a feature means that the assignee plans to take a look. There is no commitment to ever finish.
In this case it seems the feature has been created though a macro as described in the link above.
The offset may or may not ever become a built-in feature of the core sketcher code.
