Any particular reason why the shapes have to intersect for this operation to work?

PartDesign body = one connected object. A Body MUST be a single contiguous solid.
3 tangents objects are not one body.

The shapes do not need to intersect with each other. However in the end there can be only one solid, so if the shapes do not intersect with each other they need to each intersect with some sort of [pre-existing] base structure.

To be precise: all occurrences have to intersect with another occurrence or with a previous feature. It is not possible to add another feature later which would make them intersect.
