Are your detached dock widgets on another display, or on the same as FreeCAD main window ?

On the machine where this happens on another display. (Note: a Radion card with Debian10)
On another machine with Nvidia and Ubuntu and 3 displays, no issues.
On another with Nividia, single display, no issues.
On a Raspberry Pi Debian 11, no issues.

Would you be able to test an AppImage with a more recent Qt version ?

Just curious. Having done some Python and Qt work in a past life...
What is different about the Properties panel compared to Selection, Report, or Python console? Is this just an idiosyncrasy of Debian 10/XFCE and the Qt version?
Debian 10 is an antique at this point as well, but, I've not done Debian 11 (except on the Pi, where interestingly, the Properties panel behaves and the Report view, etc. doesn't... ). (On master, not the PR)
