I'm wondering about this message:
if i delete it and create a constrain block it looks fine.
am i making a mistake? or is there an explanation?

Yes you're doing a mistake. Actually your tangent with the arc is "malformed" in the sense that it is obtained through an incorrect combination of constraints that leads to redundant constraining.
Roughly, constraint #5 with constraints (#6+#1) already constrains the radius of the arc.
The problem is that your constraint #3 is set between normal arc and external arc, which again leads to same radius and is redundant.
The (most correct IMO) solution is to delete constraints #7 and #3 and replace with a smooth joint between normal line and arc : This is same problem as in a file posted in a bug thread by @chrisb that we discussed quite recently. Will try to find a link.
