Dimensioning problem

How can I dimension this shape in the Detail (or in the Drawing, come to that)?

I don't quite understand: you have constrained this fully in LHKeywaySketch.
A Sketcher Lecture with in-depth information is available in English, auf Deutsch, en français, en español.

In the TechDraw View properties, Decoration section set Arc centers to True and use them for dimensioning.

Like this? Use the arc center mark ('+') as a vertex.

What happens when you try to do it in the Detail? It seems to work here:

Do you really have the centermarks on? In the preferences it's only a preset.
