In Curves there is the solid tool that can do the same as Part->Shape Builder, but parametrically, at least with faces to shell and shell to solid. It's the icon with the green box. When a solid can be made from the selected faces it produces a solid, but then falls back on a shell if a solid cannot be made, and then falls back to a compound if a shell cannot be made. This way if further changes are made to the faces the object recomputes itself automatically. I think it also handles well the reversed faces.

Yes, that's the better way. I use it when i have bunch of boolean fragments on my hands, but i tend to forget about it otherwise.
