a) "help" is woefully inadequate and lacks clarity in use of parameters and how to locate the array.

b) want to be able to MOVE or MODIFY the array WITHOUT having to REDO from scratch; no instructions or if this is possible found

Rectangular array could be MORE useful if it were EDITABLE and the usage was improved greatly. The help is, at best, confusing. There is no info on placement. Why is there no parameterization to this pattern such that it can be EASILY edited like all other geometries? A 2-minute operation takes a half-hour or more due to the poor documentation and lack of robust capabilities, from my experience. Assistance and improvement of this feature is much appreciated. Typically, recommended to make a minimal, sketch, then use Part Design Transform tools (Linear, Polar, or Multiple) tools to create the pattern.

It is more efficient and allows cleaner sketches.

And, as you've noticed easier to change and less error prone.

Sketcher Array is not a single unit it is rather a shortcut such as rectangle or slot. After having applied the array you can no longer identify it as such.
To second drmacro's statement: We had recently something similar in the German forum. The grid made in PartDesign took approximately 175 sec. to recompute, using a Draft Array took 85 seconds.Then I thought to fool the others and make it all in Sketcher: No way, I killed the process after 45 minutes where two cores worked almost constantly at 100% each.
