Grid keeps resetting to 0.3937 using imperial decimal

Grid keeps resetting to 0.3937 using imperial decimal

I've set the units to Imperial Decimal in Edit->Preferences->General->Units and in Edit->Preferences-Sketcher->General I set the grid size to 0.25". But when I start a new sketch, the grid is set back to 0.3937" (aka 10mm). I checked those settings again and it's still Imperial Decimal and 0.25". Where is FreeCad getting this and why does it seem that my grid size is being ignored?
