Do you really need a circle ? a line is not enough ?

in this case it is sufficiently accurate (1,5 mm). I was able to measure it with reathunder

There are more than one solutions in sketcher in this case
The way vertical constraint was applied prevented correct/desired solution

Thomas's original thought seems to be correct. The model is beyond the limits of what the solver can handle. If you scale everything down (m->mm) the problem does not occur.
