Don't support it on the face of the gear.
You can get it to the same place as the face of the gear by editing the attachment as explained in my first reply to you:

I didn't think about it - probably because I practically never experience TPN (it's so easy to avoid it ;) )
so have little practice in recovering from the mess created by it...
Umm... maybe me being pedantic...but, it is Topological Naming Problem (TNP) not Topological Problem Naming (TPN).

TBH, I wrote that so future readers won't be scratching their heads wondering if TPN and TNP are different things. Or just a typo.

You just have to stick the "outerringsketch" sketch to the bottom of the face or move it to "Z" -4, and everything works again.
The reasons are easy to understand (discontinuity of faces even with the attachment of the teeth).
The "Pocket" of the "crosssketch" schetch must also be increased (up to 2 mm) to allow you to create the fillets with the face.
Fillets (all of them) it is better to create them last.
Attached pictures show:
- the flow with the fittings created last;
- the parameters of displacement of "outerringsketch" on the bottom.
Attached is the file without the fittings (the complete one would have been impossible to attach it because over 1 MB).

All,
Thank you very much for your support. One last question. Is it better to use the origin planes and offset your sketches from there or use a Datum Plan and sketch on there? (Part 2, can you use a spreadheet value as the offset?)

* Choose a solid support : plane or DatumPlane
* This DatumPlane need to have a solid support.
* DatumPlane is useful when you have to refer to this plane many times.
* DatumPlane is more visible but a sketch has the same attachment.
* If you need a rotation THEN an offset, you need to rotate via a DatumPlane THEN to offset in the sketch. (because Attachment : Offset THEN rotation)
* The offset is given directly (a number) or via an expression (from any kind of dimension : sketch, spreadsheet, ...).
