I created a sketch, padded it then I pocketed that weird shape. After that I wanted to add the rectangle shape under thinking it would pocket it as well but no luck. I have learned that pocket only applies to objects above it so I tried moving the Pad002 above the Pocket001 but it gives me an error and doesn't let me. How could i solve this?

Instead of messing with the order of operations in the tree (which is rarely a good idea and usually leads to problems since parent-child relationships pretty much always apply in parametric modeling) it would be better to just start again and model it in proper order.

You cannot start a body with a pocket. And you cannot have cyclic dependencies. Look at the Dependency Graph to get it fixed. You can make the later features independent from the first pocket, and then you can move it to a later position in the body's tree.
