Modify an STL File

I'm searching now for hours, reading documentation, watching videos and so on.
My problem is, I have the attached file from thingiverse and I need it shorter. that means a length of 15 mm instead the original 18 mm.
I know how I could cut it, but that is not the deal. There are special things on both sides as you can see in the file and I still need them. So I need cutted something from the middle and reassembled the two sites again.

Can anybody please help me, thanks.

STL is an horrible format to work with because it's internally tessellated and so lot of information is lost.
Moreover, FreeCAD is definitely not the best software working with tessellated shapes.
Maybe give a try to Blender.
But there also you probably need to sew manually the shape. In any case, doing so won't be proper MCAD engineering. ;)

my slicer allows to cut according to plan (this is a first solution)
(2sd) Part Wb allows you to transform a mesh into a solid, and you draw the 2 parts on each side which will subtract you from the excess 3mm
