How do I create a surface with a hole in the middle when the two wires aren't coplanar?

How do I create a surface with a hole in the middle when the two wires aren't coplanar?

Hi, Pretty much stumped on how to achieve this. Basically two closed circular wires, one inside the other. I want to create a surface between them so that the surface has a hole in it. The two wires aren't coplanar, and need to be that way. Part WB needs the wires to be coplanar.

Any ideas?

Part loft or ruled surface between them.

The curves are discontinuous, so not sure what you can do from here...

Ruled Surface can do them. Just adjust the orientation.
