True, I could set an option to hide the balloon but keep the text.But I don't know if you need a special command for that. No sure how is the code, but if you have the option to change the balloon's radius to 0, you could have an arrow linked to a number or letter without balloon.
Anyway, if we choose another option, we'll have a new icon ready

I think the standard word for an annotation with a leader is a "callout", at least that's how it's called in the software I use at work.
It would make sense to make it a separate tool, because a callout can contain a lot of text, a sentence, even one or more paragraph. In such a case you may need to provide some mechanism to enter text...
That doesn't mean that a balloon shouldn't have an option to turn off the circle like you seem to be doing. In fact, once it's merged in FreeCAD, you can expect requests to add more shapes than a circle. An equilateral triangle with upward tip (like a pyramid) would be useful to use for revision symbols, in this case you'll want letters instead of numbers.
