Is there somewhere, please, a summary of features, settings, options etc, etc for this "new overlay mode" to help someone new to it?
or... is it a case of wading through 15 pages of this thread trying to filter useful and simply experimenting and hoping for the best?

Most of options are available through Preferences -> Display -> UI -> Dockable Overlay. Please check the tooltips for explaination, and let me know which ones you still find confusing. It may be my stupidity (not unheard off ) or possibly because I use Vertical UI?, but...
starting with selection, property and task view on the left and tree view that somehow I have managed to get into transparent mode,
I try for example F4 expecting something to be toggle on/off, instead I get increasingly confusing jumble of panels and windows every time I press F4
similarly with F3 - my screen soon gets in a mess...
I will have to set up another PC with separate FreeCAD install just for experimenting so that I don't mess up my "working" set up
(however imperfect at least it is working).

Question: Is there a way to make the overlay aware of the the color behind it and have it dynamically adjust itself to compensate?

I can confirm that the behaviour I have experienced when trying F4 and F3 must be (probably is?) related to Vertical UI
On a clean/virgin installation of FreeCAD as below:

Word size of FreeCAD: 64-bit
Version: 2022.111.30764 (Git) AppImage
Build type: Release
Branch: LinkDaily

Coin version: 4.0.1

before: after F4: eventually after some mouse jiggling... pressing F4 again returns it back to original
(it didn't do it when I used it with Vertical UI)
I guess I will raise the issues I have when trying it with Vertical UI in the appropriate thread not here?

It's a shame that there seem to be some conflict between Vertical UI (which after all is meant for Link Stage 3 branch) and standard behaviour in Link branch.

Just because my quote was rather out of context, I'd like to stress that F4 and F3 are both working as intended on my end, VertUI stylesheets or default
That 'reshuffling' I mentioned is expected, because you're turning dock windows into overlays. I think there's some misunderstanding on your part.

It's quite possible.
The only thing I know so far that using F4 with Vertical UI results in a mess on my screen that I can only undo by re-importing saved parameter file.
Of course it is entirely possible that I am doing something wrong...
