I've tried bumping those scale values up by 100x and it doesn't appear to make any difference.
I've attached a simpler, minimal recreation of the problem: I made a 'Cylinder' part & made a view off of one end. Still no center marks or anything else inside the circle drawing. The View in that drawing was created before altering the settings and View001 was created afterwards, but they look identical to me & I can't see center marks in either of them.

No problem here with your file. The centermarks show whether frames are on or off, so that's not the issue.
You can try to reset the configuration with the button in the preferences. Another possibility is to delete your config files or to move them in case you want to restore them.

Huh. I reset my configs & deleted the config files for good measure - neither change appeared to have any effect. Attached screenshot shows the views from that project, still without center marks.
Is this at the point where it would make sense to file a github issue?

Huh! I tried the most recent weekly build and the center marks are showing up ... guess I'll just use that from now on.

I don't see dots for the vertices in your images. The center mark is a type of vertex and the center mark scale is a multiplier of the vertex size setting. Check your setting for vertex scale (multiplier of line width) and vertex colour.

If you change the line width in the property editor, is the change reflected in the display? There is a ticket for graphics issues on some linux distributions, and two of the symptoms are no vertices displayed and changes in line width not reflected.
