Yes it is.
Select your dimension, switch properties to View and on bottom, find "Standard and style" switch it to ISO Referencing

Or you can also play with "Rendering extent" and switch it to Minimal

BTW, @wandererfan, Is it possible to add separate preferences for linear and circular dimensions. So far, you did beautiful job with preferences pages for TD. It makes life much easier.

Somehow, I prefer "ISO oriented" style for linear dimensions and "ISO referencing" for circular. It is much easier to place readable circular dims on parts with lot of holes, eg. side panels of furniture cabinets.

Off the top of my head, yes. Not for v0.19 though.

What about angular dims? Do they need their own preference?

I think default style of angular dimensions is OK. In very rare situations, it is not too much hustle to modify it manualy.
