LineGroup.csv is not readable - is there a fix?

Hey FreeCAD!

I need to create technical drawings from a model I've just spent days creating in the recently released version 0.19.1

Each time I try to insert views of an object or group, the operation fails, Report view shows
"Line Group File: C:/Program Files/FreeCAD 0.19.1/data/Mod/TechDraw/LineGroup/LineGroup.csv is not readable"

I didn't have this issue before installing FC0.19, not even with all the development versions.

Now after installation, even the development version I'm using has this issue( development version 0.19.24267)
Edit: just downloaded the latest weekly build, 24511, still having the same issue.

I'm running on Windows 10 64bit
