The new Libpack includes Qt 5.12....

I Just noticed you request and did so, except the other seems to be about a debug lib pack, so I left this one as well for now but let be know if you want it no longer "sticky".

The other should no longer be sticky.
This newer libpack provides both release and debug libs, QT5 vs. QT4, PY3 vs. PY2, and a host of other improvements upgrades.

The old libpack should be considered "utterly obsolete"

By the way, in this topic it looks like we might need a newer QT for Windows as they are getting a printing bug on QT 5.6.2

We use this version of QT5 for the Conda based version of the Win builds, I will test if the problem exists on Windows.
