Mac unidentified developer

Why isn't the Mac installation of FreeCad signed by an identified developer? Is it possible to get this fixed? When I install FreeCad on a Mac, I get a message saying it can't be loaded because it is an "unidentified developer". I know how to get around this, but I want to install this for a class I am teaching on my school computers, and this message makes the school nervous.

It requires a apple developer id which comes for 99$/year. You can imagine how the open source community @FreeCAD feels about that :)
