No, we don't need sqlite3. Apparently it's only needed by _sqlite3.

It's included in the Win developer builds and added to the latest Libpack (https://github.com/FreeCAD/FreeCAD-ports-cache/releases, not yet used by AppVeyor)

It could be closed, or wait for the 0.17-rc installers.
