[Coordination] Ubuntu freecad-stable PPA update to 0.18

As of a few hours ago, nothing was working on trusty. (There may be problems related to Travis' move 2 days ago to default xenial, see https://changelog.travis-ci.com/)

Travis doesn't effect the PPA, but for sure it will effect our provided AppImages going forward.https://github.com/FreeCAD/FreeCAD/releases/tag/0.18.1

According to Duck Duck Go 'disco" is 19.04.
