Failing FEM tests (conda linux/osx)

Fem tests fail on linux and osx. Not sure what is wrong. Does anyone know what currently is going on at the FEM-corner? @bernd?

The reported issue was introduced after 0.19.17175 (Git).

Not sure why the other ci's are not detecting this issue. Maybe it's python3.7 related? I disabled the tests for now so we have builds available to inspect the issue.

Also fails on windows 10 with python 3.6....
