Qt5WebEngineCore.dll is known to become garbled during compression/decompression. I've been struggling with the same thing tonight, but not finding an easy way to get ahold of the original file. I am just going to run the 32 bit version for now, it doesn't use that file.
You said you have a running installation. I wonder if you just transplanted the uncompressed file from your working copy into the new installation if that would work. It's in Program Files/FreeCad/bin.

This sounds more like urban legend than fact. I have downloaded many FreeCAD versions for nearly 10 years, and I have never seen a "decompression garble."
Do you have any reference to specific files failing compression/decompression?
