I would prefer - and very much appreciate - DeepSOIC's approach.
If it's only a preselection for the initial state it would be ok to set it in preferences, but a general inversion would break now most and on the long run about half of the models if transferred from one system to another.

Thoughts:
1) make the default "Midplane" for a pad/pocket.
or
2) Use the Bounding box to describe the extents of a feature pad/pocket even if it's not in a solid. This could also be useful in the array feature when multi-parts are out of the field of view.

Also the approach of deepSOIC is in the reverse direction. See my added model with the groove
I prefer to break current behaviour for a better than stick with tte old one...
From what I have investigate till know only. Solid works have reverse direction for removing material.
Creo; nx; inventor do all right everything to the positive direction...

In my model I created a revolve and a revolve cut both 270 degrees(value must be smaller than 360 otherwise you don't see it).
both sketches are on tho same plane.
The revolve goes clockwise. The revolve cut/ groove goes counter clockwise.
90 degrees have a revolve but no groove

When I made it it was right wen I checked the reverse box.

This is what i get on my mac
same as on windows... no use of reverse (no reverse sketch plane nor reverse rotation axis...)
Also same result (no hole) without reversing cut direction.
Who is the creator of the part design WB? Is that @ickby ?? I'm curious to the reason of this ...

Yes, it's ickby. The @-notation doesn't work in the forum, you have to quote him with his user_id.
