Why are there two part library interfaces?

Why are there two part library interfaces?

So as the title says, I am trying to understand why are there two part library interfaces? There is Parts library macro, and the Objects library which is a part of the BIM workbench. I have been working on improving the Objects library, but have reached a point where I need to understand this better.

I like how polished the Objects library is, but it is only available as a part of the BIM workbench, while the macro can be used in all workbenches, but it would be nice if it would have an out of the box icon, and act as regular global command in all workbenches instead of me going to macros each time to activate it. Would it be possible to implement this?

Also I don't know if there are some licence limitations that prevent us from having the Library interface in FreeCAD it self.
