Beginning in 2022, we are opening the program up to all newcomers of open source that are 18 years and older. The program will no longer be solely focused on university students or recent graduates. We realize there are many folks that could benefit from the GSoC program that are at various stages of their career, recent career changers, self-taught, those returning to the workforce, etc. so we wanted to allow these folks the opportunity to participate in GSoC.
Might be too big a job for GSOC, but this would be nice...
A replacement for OCC's hidden line removal algo that:
a) runs faster (parallel processing of intersections?)
b) remembers/returns face information
c) does not return duplicate edges

Agree! For the TechDraw WB this could be a game changer.
I would add
d) remember/returns edge informations, so once the TNP is solved in FreeCAD also TD can benefit from it.
UI/UX style and efficiency Study and Overhaul? With standards/framework to better unify the experience across independent addons/workbenches?
or
Integration of a different opensource rendering engine which supports better quality 3d display to include shading features such as ambient occlusion, improved rendering performance (fps), better standard material choices and possible shift towards vulkan api over opengl?
or
Change FreeCAD to be multithreaded and better able to utilize multicore processors for improved overall performance.
